The Difference of RTI and MTSS

What is the difference between RTI and MTSS? RTI (Response to Intervention) is an evaluation system to provide academic support to all students. RTI (Response to Intervention) is a part of the 2004 reauthorization of the IDEA (Individuals with Disabilities Education Act) MTSS (Multi-Tiered System of Supports) is a comprehensive program usually for the whole district. It addresses the needs in academic, behavioral, and social/ emotional situations. MTSS is a combination of(PBIS) Positive Behavior Interventions and Supports and RTI.  PBIS is a system of supports/ intervention for positive behaviors in the school.  Many educators interchange RTI and MTSS but there are clear differences.
 
RTI is the process of assessing the needs of the students to provide the appropriate tiered supports and interventions.  MTSS is the structure that districts use to build a comprehensive program. It provides a tiered structure of support for all children. It provides support for academics, behavior, and social/emotional development.
 
RTI has a hierarchy of tiers from I to III with II and III more intensity.  The program uses a variety of data.  The child is then provided with research-based strategies and interventions.  MTSS uses many of the same ideals and structure. However, it is a larger program that is for the whole school and sometimes the whole district.  It encompasses professional development and parental involvement in all areas of the child’s school life.
 
Many schools/districts tell parents that the child has to go through the process of RTI or MTSS before he/she can be evaluated for special education services.  That is not true.  RTI is not special education services and does not replace it.  If you suspect your child is in need of special education services do not delay to request an evaluation. You as parents have a right to request a special education evaluation at any time.
 
There are differences between RTI, MTSS, and special education services. RTI and MTSS provide services to all children. Special education services are for students that have been identified as students in need of special services. Again, your child does not need to go through RTI before he/ she can be evaluated for special education services If you think your child needs to be evaluated for special education services ask for a special education evaluation in writing.  Do not delay requesting an evaluation because you know your child the best.
